NOTICE OF ANNUAL SCHOOL DISTRICT BUDGET HEARING, ANNUAL BUDGET VOTE AND ELECTION Brighton Central School District Monroe County, New York NOTICE is hereby given, that a public hearing of the qualified voters of the Brighton Central School District, Monroe County, Brighton, New York (“District”), will be held on Tuesday, May 26, 2020 at 7:00 pm for purposes of the presentation of the 2020-2021 budget document. AND FURTHER NOTICE IS HEREBY GIVEN that a public hearing for the voters of the District on the 2020-2021 budget will be held through video conference through Zoom Platform in accordance with Executive Order 202.26. The public hearing shall include: 1. Presentation of the annual budget for the District for the fiscal year 2020-2021 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. Notice that there are three (3) vacancies on the Board of Education, each for a three (3) year term, commencing July 1, 2020 and expiring on June 30, 2023. Elections for these vacancies will take place at the Annual Budget Vote and Election. AND FURTHER NOTICE IS HEREBY GIVEN that the vote upon the appropriation of the necessary funds to meet the estimated expenditures for the Brighton Central School District (“District”) for the fiscal year July 1, 2020, through June 30, 2021, and the vote for election of members of the Board of Education of the District (collectively, the “Vote”) will be held via absentee ballot only, in accordance with Executive Order 202.26 to be mailed to all eligible voters with a postage pre-paid return envelope; AND FURTHER NOTICE IS HEREBY GIVEN the Board of Education will have prepared and completed a detailed statement in writing of the amount of money which will be required during the 2020-2021 fiscal year for school purposes, specifying the several purposes and the amount for each. The amount for each purpose estimated necessary for payments to Boards of Cooperative Educational Services shall be shown in full, with no deduction of estimated state aid. The amount of state aid provided and its percentage relationship to the total expenditures shall also be shown. Such statement will be available beginning May 25, 2020. Such statement may be obtained on the District website (www.bcsd.org). AND FURTHER NOTICE IS HEREBY GIVEN that military voters or a spouse, parent, child or dependent of a voter as described above, accompanying or being with such voter who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at vote@bcsd.org as soon as possible, as military ballots must be transmitted by the District by May 15, 2020. The District Clerk must then receive the military voter’s military ballot by mail or in person not later than 5:00 p.m. on June 9, 2020. In a request for a military ballot application or ballot, the military voter may indicate his/her preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. AND FURTHER NOTICE IS HEREBY GIVEN, that non-military qualified voters may request a ballot from the District Clerk at vote@bcsd.org as soon as possible but no later than June 2, 2020. One ballot per household will be mailed to each household with the District Budget Newsletter. Additional ballots for each household may be requested as described above. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with Section 2035 and 2008 of the Education law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election, must be filed with the Board of Education, on or before May 22, 2020 at 5:00 p.m. prevailing time, must be typed or printed in the English language; must be directed to the Clerk of the School District; must be signed by at least 25 qualified voters of the District; and must state the name and residence of each signer. However, the Board of Education will not entertain any petition to place before the power of the voters to determine, or any proposition which fails to include a specific appropriation where the expenditures of monies is required by the proposition. AND FURTHER NOTICE IS HEREBY GIVEN that at such vote and election the following Propositions will be voted upon: PROPOSITION #1 CAPITAL RESERVE FUND (GENERAL) WITHDRAWAL Shall the following proposition be adopted, to wit: RESOLVED, the Board of Education of the Brighton Central School District, Monroe County, New York (the “District”) be authorized to withdraw $2,000,000 from the District’s existing 2015 Capital Reserve Fund for the purpose of paying additional costs associated with the District’s capital improvement project approved by the qualified voters of the District at a proposition held on May 16, 2017, that relate to alterations, renovations and improvements to each of the District’s existing school buildings and facilities, including in each case, site improvements for various school purposes, the reconstruction of and improvements to outdoor athletic facilities and playgrounds, and other appurtenant and related improvements and the acquisition and installation in and around the foregoing improvements of original furnishings, equipment, machinery, and apparatus. PROPOSITION #2 CAPITAL RESERVE FUND (TECHNOLOGY) WITHDRAWAL Shall the following proposition be adopted, to wit: RESOLVED, that the Board of Education of the Brighton Central School District is hereby authorized to transfer $300,000 from the Capital Reserve Fund (Technology) to the District’s General Operating Fund and to expend this sum from the District’s General Operating Fund for the following purpose: The money in the Capital Reserve Fund (Technology) shall be used to finance, in whole or in part, the acquisition and/or lease of equipment, including computer equipment (i.e., hardware and software, related devices, networking equipment, apparatus and peripherals such as printers, modems, file servers, communication devices and the required wiring for same, as well as, training and staff development in the use of the computer equipment).
