Transportation of Pupils - Grades K-12
REQUEST FOR PROPOSAL NOTICENotice is hereby given that sealed request for proposals for transportation of pupils, grades K-12, received by the Board of Education, West Irondequoit Central School District, town of Irondequoit, Monroe County, NY, at the District Office, 321 List Avenue, Rochester, NY 14617, until June 16, 2023 at 2:00p.m. at which time and place they will be publicly opened. The Board of Education re serves the right to waive any formalities and to reject any or all bids. The District is looking for cost proposals for the following three areas: (1) K-12 school year transportation; to and from school, (2) K-12 summer transportation; to and from school, and (3) Extra-curricular school-year.Transportation of Pupils - Grades K-12
(Section 2-Evaluation)Pursuant to the provisions of paragraph (a) of subdivision 14 of section 305 of the Education Law, all contracts for the transportation of pupils which are subject to the competitive bidding requirements of General Municipal Law shall be awarded to the lowest responsible bidder or through an evaluation of proposals submitted in response to a request for proposals by a board of education.
When the board of education elects to award a contract through an evaluation of proposals in response to a request for proposals, such board of education shall evaluate each proposal from a responding contractor in accordance with the following criteria:
1. Previous experience of the contractor with the transportation of students in grades 7-12 *(a)- 12%
2. The name of each transportation company of which the contractor has been an owner or a manager.-4%
3. A complete description of any safety programs implemented by the contractor, and specialized training pro grams to accommodate pupil transportation.-5%
4. Accident history, including accidents per mile-7%
5. Record of drivers as per Section l9A-7%
6. Fleet inspection record and model year of the contractor's vehicles-5%
7. Vehicle maintenance, including service and maintenance schedules of the motor vehicles under control of the contractor *(b)-2%
8. Financial analysis of the contractor *(c)-7%
9. Insurance coverage *(d)-2%
10. Total cost of the proposal-35%
11. Scope and availability of vehicle fleet to meet the needs of the Contract for Transportation for grades 7-12 *(e)-14%
A minimum score of 75 points is needed to receive an award
*(a) To include details and references.
*(b) Submit a current DOT record (Operator Profile) with the bid
*(c) Annual report or current financial statement *(d) To include letters of bondability from a licensed New York State Bonding Company
per specifications herein. Also any insurance in excess of state minimums that will be supplied lo District.
*(e) Include description of back-up drivers and vehicles to those regularly committed to our District.
